january and february were all good news. both found our snowpack was above normal. that is not the case this time. today's snow survey found us at 96-percent of normal. that is relatively good if you compare it to recent years... but not so good in our recovery from the drought. experts remind us... we can still end the year with an above average snow... as long as we get a miracle march. "i hope the winter is not over. march is still, when you look at the historical averages, is one of the key months of winter. almost as big as february or january. so i think there is still a really great chance that we could... things could change around" hydrologist say just one storm is not enough. we need a several storms to line up and dump a significant amount of snow... to put us where we would like to be. we'll have to see if those storms show up...and whether or not they make a difference...

they say one of the subcontractors on the job--a new mexico firm--has been hiring out-of-state workers instead of qualified locals. this-- they charge-- is a violation of the spirit of the agreement between the state and tesla which traded more than a billion dollars in tax incentives for a promise to hire local workers. their complaint was with the subcontractor, but clearly the intent was to send a message to tesla. james: "i just think it's wrong for tesla. i think it's a wrong business move for tesla to use our tax money and then hire out-of-state contractors to go out and hire out-of-state workers." tesla issued a statement today saying the dispute was with a third party contractor not them. they added that half the work force hired by the new mexico firm were from nevada as required by the agreement that brought tesla to northern nevada. in fact--they said--overall the project was more than meeting that goal--a statement backed up by the most recent state audit of the project
